Supervisory Public Affairs Specialist

Major duties and responsibilities include but are not limited to:
Serves as principal spokesperson for the JJPVAMC; liaison with local, regional and national media; public relations program manager; liaison to Federal, state, and local government officials and their staff members; and liaison to veteran service organizations (VSO's) and community groups. Directs media relations, publications services, congressional relations and strategic marketing/branding within the community and surrounding region as necessary to serve America's Veterans The incumbent analyzes internal and external information, draws conclusions and decides strategies for communication goals, using all forms of media to reach internal and external target audiences. Writing/editing informational materials (i.e. employee newsletter, weekly bulletin, news releases, radio and TV scripts, and social media) for JJPVAMC management, staff, volunteers, patients and others who contribute to the JJPVAMC effectiveness and responsiveness. The PAO facilitates the interaction of congressional representatives and their staff with VA staff during facility visits and other significant events. Responsible for assessing effectiveness of internal and external communications and developing programs to address changing needs. The incumbent is expected to have a cursory understanding of both Veterans Benefits Administration and the National Cemetery Administration. Incumbent should be capable of managing and executing the facility's Crisis Communication plan in the event of an emergency. Responding to media inquiries in a timely manner with allowable, accurate, transparent information is critical. Incumbent will be required to work with any staff or member of the New York congressional delegation or other elected officials by providing updates. Incumbent should demonstrate an ability to lead, execute and brief the facility's leadership team on all aspects of Communication. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. The supervisor assigns work in terms of priorities and objectives and is available for consultation in resolving controversial issues. The public affairs specialist independently plans and carries out the projects, selecting the approaches and methods to be used in completing assignments. Projects are reviewed to determine that objectives are met, for compliance with agency policies and conformance with broad program goals and other national priorities. Develops campaign or program guidelines for headquarters and field offices use, defining the scope and parameters for implementing campaigns and providing suggested activities, materials to be used, deadlines and reporting requirements. Plans, implements, and evaluates information programs in specifically assigned product categories. Speaks to a variety of groups and participates in meetings to promote the dissemination of information concerning consumer safety programs. Reviews area office plans for consistency with overall objectives of national program and recommends follow-up procedures. Establishes and maintains effective working relationships with national organizations interested in consumer safety programs. You will be rated on the following Competencies for this position:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
