Assistant Human Resources Officer-Senior Strategic Business Partner

Duties include, but are not limited to, the following:
Serves as a key member in various VISN committees and activities working with leadership to develop HR strategies that support organizational goals; Advises leadership and provides responses to proposed legislation and policies regarding human resources issues; Produces comprehensive workforce analyses and strategies that drive a cohesive and focused HR organization; Leads the implementation of healthcare system workforce plan; Coordinates the delivery of Human Capital Management (HCM) services in the areas of talent sustainment, talent development, and performance enhancement; Participates in recruitment campaigns; job fairs; networking; etc. to ensure robust candidate pipeline; Collaboratively drives complex employee relations issues for field-based employees such as employee complaints, harassment allegations, work performance issues; Works with leadership, staff, employee groups, etc., to develop and explore labor relations alternatives to improve policies, procedures; Reviews and consults with the Compensation Center of Excellence (CCOE) on valid wage evaluations; Provides expert management consultative service involving a full spectrum of HR functions (recruitment and placement, employee performance, conduct issues); Supervises, assigns work, and provides technical and policy direction to HR staff; Performs other related duties as needed. One (1) year of specialized experience equivalent to the next lower grade level (GS-13) in Federal Service that has equipped you with the knowledge, skills, and abilities necessary to perform the duties of a Human Resources Officer GS-14. Specialized experience includes:
demonstrated supervisory and/or management experience in a Human Resources (HR) environment performing duties associated with various HR program areas including:
Recruitment and Placement, Classification, Position Management, Performance Management, Pay Administration, Employee and Labor Relations, etc.; providing advisory, consultative, and technical services to HR staff, managers, and program officials on issues affecting a full range of human resources management disciplines; developing and implementing human resources policies and strategies; and planning and directing the administrative and technical functions and activities of a complex human resources Office; and providing supervision to Human Resources staff. NOTE:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
